Amends the Department of Innovation and Technology Act to revise definitions of "information technology" and related terms for managing state agency IT functions.

Removes the Illinois Health Information Exchange Authority from the list of transferring agencies whose IT functions fall under the Department's jurisdiction.

Removes language requiring the Department to assist client agencies in identifying federal funding opportunities and ensuring compliance with applicable laws and grant terms.

Eliminates subsection (a) of Section 1-35 regarding the Department's requirement to develop a comprehensive plan to coordinate or centralize communications services among state agencies.

Maintains the Department's authority to provide and coordinate communications services for state agencies and other entities under subsection (b), including procurement, maintenance, and establishment of service charges.
