Creates the Growing Manufacturing Jobs Fund as a special fund in the State treasury to be administered by the Department of Commerce and Economic Opportunity in consultation with a statewide manufacturing association.

Fund moneys shall be used to establish and operate a statewide marketing campaign designed to increase the number of people entering high-demand manufacturing occupations.

Identifies Illinois manufacturers as employing 554,000 workers in jobs averaging nearly $88,000 in wages and benefits, with 92% receiving employer-funded health care.

Notes that the United States has over 1,000,000 open manufacturing jobs, the highest recorded level in history, and calls for Illinois to work with manufacturing associations, educational institutions, and economic development officials to attract workers to the sector.

Amends the State Finance Act by adding Sections 5.970 and 6z-130 to establish the fund framework and its purpose.
