Amends the Illinois Public Labor Relations Act Section 11 to require impasse arbitration when the Illinois Labor Relations Board finds an employer violated good faith collective bargaining obligations with a labor organization representing public employees, upon request of the charging party.

Specifies that the right to strike is not waived until the actual convening of the arbitration hearing, preserving union strike rights during pre-arbitration proceedings.

Provides that the commencement of a new fiscal year does not impair the jurisdiction, authority, or decision of the arbitration panel, allowing proceedings to continue across fiscal year boundaries.

Maintains existing unfair labor practice procedures including investigation, complaint issuance, hearing rights, subpoena power, and judicial review through the appellate court system.
