SB3953 - Plastic Pollution and Recycling Modernization Act

• Creates a producer responsibility program requiring manufacturers of packaging, printed paper, and food serviceware to register with and fund producer responsibility organizations that manage collection and recycling of covered products.

• Establishes the Illinois Recycling System Advisory Council with 19 members to review producer responsibility programs, evaluate collection lists, and make recommendations on recycling system improvements.

• Sets statewide plastic recycling goals of 25% by 2028, 50% by 2040, and 70% by 2050, with producer responsibility organizations required to submit plans to meet these targets.

• Requires commingled recycling processing facilities to obtain permits from the Environmental Protection Agency and meet standards for material sorting, responsible end markets, and contamination management.

• Creates two special funds (Producer Responsibility Fund and Waste Prevention and Reuse Fund) financed by fees from producer responsibility organizations to support program administration and waste prevention initiatives.
