Amends the Illinois Public Aid Code to remove the July 1, 2023 expiration date on Department of Healthcare and Family Services payments of DCFS per diem rates for inpatient psychiatric stays, making the provision permanent.

Applies to free-standing psychiatric hospitals or hospitals with pediatric or adolescent inpatient psychiatric units when children remain hospitalized beyond medical necessity due to parental denial of home access or delayed discharge pending DCFS investigation.

Payment under this provision begins on the 11th day of hospitalization when specified conditions are met.

Prevents hospitals receiving reimbursement under this section from also claiming payment under Section 14-13 of the Illinois Public Aid Code.
