Requires the Department of Healthcare and Family Services to develop an over-the-phone academic detailing and clinical consultation program for behavioral health providers to assist with caring for patients with severe mental illness or developmental disabilities.

Mandates the Department track all inpatient and residential detoxification and treatment beds available for medical assistance beneficiaries, update daily, and publish availability by level of care on its website.

Requires the Department to record provider trainings and publish them online within one month, whenever feasible, to provide on-demand access for staff unable to attend live sessions.

Effective January 1, 2023, the Department must cover services rendered by virtual peer support specialists for behavioral health and substance use support through video conferencing or phone, with peers meeting specified certification or training standards.

Effective January 1, 2023, increases reimbursement rates for prenatal and postpartum visits to match adult well visit rates and increases rates for external cephalic version procedures to promote safer birthing options and reduce cesarean section rates.
