State Board of Education prohibited from developing, purchasing, or requiring school districts to administer standardized assessments for prekindergarten through grade 2 students, except for diagnostic and screening purposes.

Diagnostic and screening purposes defined as determining need for remedial instruction or eligibility for special education, early intervention, bilingual education, dyslexia services, or related educational services, but exclude assessments used to rate or rank classrooms, teachers, schools, or districts.

State Board of Education may not provide funding for standardized assessments of prekindergarten through grade 2 students outside of diagnostic and screening purposes.

Individual classroom teachers and school districts retain ability to develop, purchase, administer, or score non-standardized assessments for their own classrooms or grade levels.

Exceptions preserved for child find procedures, special education evaluations under federal IDEA regulations, and annual English proficiency assessments for English learners required by federal law.
