Department of Healthcare and Family Services may provide medical services to noncitizens aged 19 or older but younger than 55 with income at or below 133% of federal poverty level plus 5% by January 1, 2023, who do not meet citizenship requirements for standard medical assistance.

Eligible noncitizens aged 19-54 receive benefits identical to the Health Benefits Service Package under Article V of the Illinois Public Aid Code.

Department may provide medical services to noncitizens under 19 and those aged 55-64 with similar income restrictions, with different effective dates (May 30, 2022 for ages 55-64).

Department may cover immunosuppressive drugs and post-kidney transplant services for noncitizens who meet residency and financial eligibility requirements but are ineligible for comprehensive medical benefits.

Department authorized to limit or cease enrollment, reduce medical services, and change eligibility standards as necessary to stay within available funds during any fiscal year.
