School counseling services in public schools may be provided by school counselors or individuals holding a Professional Educator License with a school support personnel endorsement in school counseling.

Expands the list of school counseling services to include 55 specific duties, ranging from comprehensive counseling programs and crisis intervention to college and career planning, mental health support, and career and technical education promotion.

Requires school counselors to participate in biennial in-service training on domestic and sexual violence, anaphylaxis management, educator ethics, and mental illness warning signs in adolescents.

Recommends school districts maintain a student-to-counselor ratio of 250 to 1 and allow counselors to spend at least 80% of work time in direct student contact.

Clarifies that other qualified endorsed school support personnel may also provide the listed counseling services.
