SB4013 Summary

• Moves the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act from the January 1, 2023 sunset date to January 1, 2028, extending the licensing program by five years.

• Requires applicants and licensees to provide valid email addresses to the Department and notify it of any changes within 14 days through the website or licensure maintenance unit.

• Modifies the Professional Counselor Licensing and Disciplinary Board composition from 2 professional counselors and 3 clinical counselors to 1 professional counselor and 4 clinical counselors.

• Allows video supervision to qualify as "face-to-face" supervision if synchronous and involving verbal and visual interaction, and clarifies supervision requirements for post-degree experience candidates.

• Permits the Department to serve notices and communications by email to licensees' email addresses of record in addition to traditional mailed service methods.
