Amends the Illinois Lottery Law to create a special instant scratch-off game for the United Negro College Fund (UNCF) beginning August 1, 2022, supporting educational scholarships for university and college students, with the game discontinued January 1, 2028.

Net revenue from the UNCF scratch-off game deposits into the newly created UNCF Scholarship Fund on at least a monthly basis, including any gifts, grants, awards, and interest earned on fund moneys.

Establishes the UNCF Scholarship Fund Advisory Board with 10 members appointed by legislative leaders and the Governor to consult on game design, promotion, and direct funds to UNCF Inc., a 501(c)(3) nonprofit organization.

Requires the Department of Revenue to not unreasonably diminish marketing efforts for other instant scratch-off games during UNCF game operations.

Creates the UNCF Scholarship Fund in the State Finance Act and repeals all UNCF-related provisions January 1, 2028, with the advisory board repealing September 1, 2027.
