IL SB4028

Amends the Critical Health Problems and Comprehensive Health Education Act to require schools to include information on how and where to find mental health resources and specialized treatment in the state as part of mental health and illness instruction.

Mandates alcohol and drug use and abuse instruction in grades 5 through 12, including physical and legal effects of drug and substance abuse, integrated into existing curricula.

Establishes an adjunct council to the Children's Mental Health Partnership comprised of up to 6 youth aged 14 to 25 and 4 representatives from community-based organizations focused on youth mental health, with specific diversity requirements.

Creates requirements for the adjunct council to meet at least 4 times annually and make recommendations regarding barriers to youth mental health services, gaps in the system, and methods to destigmatize mental health services.

Allows parents or guardians to opt out of their child's participation in AIDS instruction, family life instruction, or CPR/automated external defibrillator training by submitting written objection, with no penalty for refusal.
