IL SB4035

Amends the Veterans' Health Insurance Program Act of 2008 to expand eligibility to former members of the National Guard who have completed their 8-year enlistment period, in addition to current coverage for veterans.

Extends coverage eligibility to spouses of former National Guard members who have completed their 8-year enlistment period.

Maintains existing eligibility requirements including Illinois residency, age 19-64, uninsured status for at least 3 months, and household income limits based on federal poverty level plus Veterans Administration means test thresholds.

Preserves existing exclusions including ineligibility for those on active duty, dishonorably discharged, eligible for Veterans Health Administration benefits, or residing in nursing facilities or public institutions.
