Appropriates $19,000,000 in Fiscal Year 2023 for the Mental Health Early Action on Campus Act, distributed to public colleges and universities according to a December 2019 Commission on Government Forecasting and Accountability report.

Requires the Commission on Government Forecasting and Accountability, in conjunction with the Illinois Community College Board and Board of Higher Education, to recommend funding amounts for Fiscal Years 2024-2027 (and optionally thereafter) by December 31, 2022.

Removes the provision that the Act is subject to appropriation, making the $19,000,000 commitment mandatory rather than contingent.

Prohibits funding any section of the Act through student fees created on or after July 1, 2020.

Takes effect July 1, 2022.
