Prohibits use of drug-related felony convictions as grounds for denying cash assistance under General Assistance (Article IV) or other specified assistance programs (Article VI) under the Illinois Public Aid Code.

Persons convicted of Class X or Class 1 drug felonies remain ineligible for cash assistance, while those convicted of other drug felonies are ineligible for 2 years from conviction unless enrolled in a drug treatment or aftercare program.

Eliminates drug felony convictions as a basis for denying food stamp eligibility under the Public Aid Code.

Authorizes local governmental units to provide General Assistance to households following a Governor's disaster proclamation (in addition to existing federal disaster declarations) if the unit is within the designated area.

Local units providing disaster assistance must use non-State funds and cannot change assistance amounts for other individuals; assistance is limited to 90 days following the disaster declaration.
