Appropriates $598,138,100 from the General Revenue Fund to the Illinois State Board of Education for Early Childhood Education.

Appropriates $7,720,300 to the Department of Human Services for the Parents Too Soon program (grants and administrative costs).

Appropriates $10,890,000 to the Department of Human Services for the Healthy Families Illinois program (grants and administrative costs).

Appropriates $3,030,499,000 to the Department of Human Services for the Child Care Assistance Program (grants and administrative costs).

Appropriates $529,566,200 to the Illinois Student Assistance Commission for Monetary Award Program grants to eligible students, with agency administrative costs capped at 2 percent of total appropriation.

Appropriates $45,000,000 to the Illinois State Board of Education for after-school programming grants and administrative costs.

Additional appropriations include $19,622,000 for Teen REACH after-school programs and $14,373,600 for the Redeploy Illinois program.

Takes effect July 1, 2022.
