• Deletes requirement that law enforcement officers maintain documentation for 4 years after each reporting period to verify compliance with mandatory training requirements.

• Removes specific minimum hour requirements for police training in hands-on scenario-based role-playing, use of force instruction, and high-risk traffic stop training.

• Removes stun guns and tasers from the definition of "firearm" in the Interference With Penal Institution Article of the Criminal Code.

• Requires law enforcement officers to issue citations instead of making arrests for Class B and C misdemeanors, petty offenses, and business offenses unless the officer reasonably believes the person poses a threat or has medical/mental health issues requiring custodial arrest.

• Eliminates the 48-hour minimum violation period requirement for electronic monitoring and home detention violations to constitute a criminal offense.
