Reverts greenhouse gas permit requirements to pre-2021 standards by reversing changes made under P.A. 102-662, limiting air pollution permits required due to greenhouse gas emissions.

Eliminates permit requirements for greenhouse gases when equipment is not subject to federal regulation under 40 CFR 52.21 or Section 39.5 of the Environmental Protection Act.

Adds conditional exemptions from greenhouse gas permit requirements if federal legislation, court rulings, or presidential action removes EPA authority to regulate greenhouse gases or repeals the Greenhouse Gas Tailoring Rule (75 Fed. Reg. 31514).

Allows permit holders to request removal of greenhouse gas-related terms and conditions from existing permits following any triggering event listed in the bill.

Repeals the definition of "clean energy" previously added to the Environmental Protection Act.
