Creates the Illinois Regional Generation Reliability Task Force to monitor Illinois power grid reliability and assess policies affecting the reliability of regional grids operated by PJM and MISO.

Task Force membership includes 21 members: state legislators, labor representatives, power generation company representatives, environmental groups, business organizations, and state agency directors; Task Force must meet 7 times annually and submit annual reports to the General Assembly starting April 1, 2023.

Establishes the Carbon Capture Infrastructure Fund as a special state treasury fund administered by the Illinois Power Agency to award grants to carbon-producing power plants for constructing new carbon capture storage systems.

Transfers $10,000,000 from the Illinois Power Agency Renewable Energy Resources Fund to the Carbon Capture Infrastructure Fund as initial funding.

Takes effect immediately upon becoming law.
