Amends the Business Assistance and Regulatory Reform Act to establish the Office of Business Permits and Regulatory Assistance with new authority to implement reforms improving interagency coordination for expeditious permitting issuance.

Requires the office to utilize information technology tools to track project schedules and metrics, improving transparency and accountability of the permitting process while reducing delays and costs.

Creates an Interagency Permitting Advisory Committee with representatives from seven state agencies (EPA, IDOT, IDNR, ICC, State Fire Marshal, and Department of Public Health) to coordinate environmental review and authorization processes.

Establishes a "Permitting Dashboard" online database to track status of environmental reviews and authorizations for covered projects, with agencies required to post applications, documents, decisions, and status updates within 5 business days.

Sets up permitting timetables for covered projects (those exceeding $20 million or requiring multi-agency coordination) with a target of completing all required authorizations within 2 years, subject to modifications only with agency concurrence and written justification.
