Prohibits state legislators from engaging in compensated lobbying of municipal, county, or township governing bodies or officials, or the Illinois executive branch or its officials.

Prohibits executive branch constitutional officers from compensated lobbying of local governments on behalf of registered lobbyists or lobbying entities.

Prohibits county, municipal, and township elected or appointed officials from compensated lobbying of any government body (county, municipality, township, General Assembly, or state executive branch) on behalf of registered lobbyists or lobbying entities.

Exempts municipal officials from municipalities covered by the preemption provision of Section 11.2 of the Lobbyist Registration Act from the compensated lobbying restrictions.

Establishes violations as a Class A misdemeanor and makes the act effective immediately upon becoming law.
