SB4225 Summary

• Adds new subsection (c-5) to Illinois Vehicle Code Section 11-907 requiring drivers on highways with at least 4 lanes (2+ in same direction) to reduce speed and yield right-of-way to vehicles in the adjacent lane signaling to move away from stationary emergency vehicles, or change lanes away from the emergency vehicle if possible.

• Applies to stationary authorized emergency vehicles displaying flashing red, red and white, blue, red and blue, amber, or yellow warning lights on multi-lane highways.

• Establishes penalties for violations: $250-$10,000 fine for first offense, $750-$10,000 for subsequent offenses; Class A misdemeanor if violation causes property damage; Class 4 felony if violation causes injury or death.

• Requires driving privilege suspension of 90 days to 1 year for property damage, 180 days to 2 years for injury, and 2 years for death resulting from violation.

• Creates Scott's Law Fund for Illinois State Police to fund public education materials, off-duty officer enforcement, and related purposes; establishes county Transportation Safety Highway Hire-back Fund for fines collected by local law enforcement.
