• Abolishes monetary bail for all petty, traffic, and criminal offenses committed on or after January 1, 2023, replacing it with nonmonetary conditions of release.

• Modifies the definition of "willful flight" to provide that past non-appearance in court is conclusive evidence of future intent to evade prosecution, strengthening prosecutors' ability to argue for detention.

• Allows courts to deny pretrial release for forcible felony offenses where a mandatory prison sentence is required by law, and for any other crime where the court believes there is serious risk of non-appearance, danger to others, or obstruction of justice.

• Extends the timeline for bringing a detained defendant to trial from 90 days to 120 days after entry of a detention order.

• Removes the requirement that pretrial detention be based on an alleged "specific, real and present threat" to any person or community, broadening the grounds for detention decisions.
