Creates a continuing annual appropriation from the General Revenue Fund to the Court of Claims to cover any shortfall between the amount appropriated and the amount needed to pay Line of Duty Compensation Act claims each fiscal year

Requires that any continuing appropriation funds used to cover deficiencies be charged against unexpended line of duty award appropriations that later become available in the same fiscal year

Mandates the Court of Claims report to legislative leaders (Senate President and Minority Leader, House Speaker and Minority Leader) and the Governor's Office of Management and Budget when continuing appropriation funds are used at the end of a fiscal year

Amends Section 24 of the Court of Claims Act (705 ILCS 505/24) to ensure timely payment of benefits to families of first responders killed in the line of duty

Takes effect immediately upon becoming law
