Creates the Due Process for Youth and Families Fund as a special state treasury fund to receive federal Title IV-E reimbursements for administrative costs of providing independent legal representation to foster children and their parents in child welfare proceedings.

Requires the Department of Children and Family Services to pursue federal Title IV-E matching funds for legal representation costs for children in or candidates for foster care, and their parents, with all reimbursements deposited into the new fund.

Authorizes disbursement of fund moneys, subject to appropriation, for fees and costs incurred by law practitioners and organizations providing services as "child's lawyer" or "respondent's lawyer" as defined in the bill.

Allows units of local government and public and private agencies to apply for and receive federal or state funds from DCFS in accordance with the bill's purposes.

Amends the State Finance Act to direct federal Title IV-E Foster Care and Adoption Services program receipts into either the DCFS Children's Services Fund or the Due Process for Youth and Families Fund as provided in the Children and Family Services Act; takes effect immediately upon becoming law.
