Changes requirement to optional provision by allowing school districts to "may" instead of "shall" make menstrual hygiene products available at no cost to students.

Requires products to be placed in bathrooms open for student use in grades 4 through 12 during regular school day in all school buildings owned or leased by the district.

Defines menstrual hygiene products as tampons and sanitary napkins for use in connection with the menstrual cycle.

Applies amendments to both regular school districts (Section 10-20.63) and high school districts (Section 34-18.56).

Takes effect immediately upon becoming law.
