Prohibits school boards and local school councils from enforcing uniform or dress code policies that ban hairstyles historically associated with race, ethnicity, or hair texture, including braids, locks, and twists.

Prohibits dress codes from preventing students from wearing articles of clothing or items with cultural or religious significance, provided they are not obscene or derogatory toward others.

Prohibits dress codes from restricting students' right to accessorize graduation attire with items associated with their cultural or ethnic identity, protected characteristics under the Illinois Human Rights Act, or Native American items of cultural significance.

Requires dress code policies to allow reasonable time for transfer students and others to acquire compliant uniforms and to include procedures assisting low-income students in meeting dress code requirements.

Subjects school districts to penalties under Section 2-3.25 for non-compliance with these requirements and prohibitions.
