Appropriates $2,100,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Treatment Alternatives for Safe Communities (TASC).

Grant funds specialized case management services for individuals in pretrial detention in Winnebago County and St. Clair County who would no longer be eligible for detention under the Pretrial Fairness Act.

TASC has provided behavioral health assessment and case management services to pretrial detainees since 1976, with documented results including 71% reduction in rearrests for drug and property crimes two years after program enrollment.

Legislation recognizes TASC's established relationships with corrections, jails, courts, law enforcement, and service capacity including toxicology testing throughout Illinois.

Act takes effect upon becoming law.
