SB4256 - 9-8-8 Suicide and Crisis Lifeline Task Force Act

• Creates the 9-8-8 Suicide and Crisis Lifeline Task Force composed of 12 voting members including 4 House members, 4 Senate members, 4 state agency representatives, and the State's Chief Behavioral Health Officer, plus nonvoting expert participants from call centers, crisis services, and advocacy organizations.

• Task Force co-chairs shall be appointed by June 1, 2023, with the first meeting required by July 1, 2023, and must develop a comprehensive action plan addressing 9-8-8 call center network structure, success metrics, sustainable funding strategies, and long-term governmental infrastructure.

• Action plan must be filed with the Governor and General Assembly by December 31, 2023, with recommendations on network structure, equity and quality measures, funding sources for fiscal year 2025 and beyond, and behavioral health system improvements based on 9-8-8 implementation lessons.

• Task Force responsibilities include reviewing first-year 9-8-8 operations data, previous state workgroup recommendations, other states' models, and testimony from call center personnel and providers to identify service gaps and strengths.

• Act takes effect immediately upon becoming law and automatically repeals on January 1, 2025.
