Creates the Illinois Route 53 Expansion Land Alternative Use Task Force to study alternative uses of expansion land, including cost, feasibility, environmental impact, and potential flooding impacts.

Task Force shall examine short and long-term economic impacts to the region and identify all funding options for alternative uses.

Task Force consists of 19 members including legislative leaders, state agency officials, mayors of Long Grove, Hawthorn Woods, Mundelein, and Grayslake, Lake County representatives, and representatives from sustainability, livability, environmental, tourism, and conservation organizations.

Illinois Department of Natural Resources provides administrative support; Illinois Department of Transportation and Illinois Tollway must provide all requested information to the Task Force.

Task Force must meet at least four times and submit recommendations to the General Assembly and IDOT by December 31, 2022, after which the Task Force is dissolved.
