Urges the President of the United States and Congress to designate a state funeral for Hershel Woodrow Williams of West Virginia, the last surviving Medal of Honor recipient from World War II.

Requests that Williams be offered the option to lie in state in the rotunda of the United States Capitol as part of the state funeral honors.

Recognizes that 353 Americans received the Medal of Honor during World War II, with only one survivor remaining, and notes that over 16 million Americans served in World War II from 1941 to 1945.

Proposes that honoring the last World War II Medal of Honor recipient with a state funeral would serve as a unifying national event to honor all World War II service members.

Requires copies of the resolution to be sent to the President, Congress leadership, and the Senate and House Committees on Veterans' Affairs.
