Rescinds Senate Joint Resolution 14 from the 88th General Assembly (adopted July 2, 1993), which originally authorized the Illinois State Toll Highway Authority to expand certain roads including the Illinois Route 53/120 project.

The Illinois State Toll Highway Authority requested rescission of the federal Letter of Intent for the "Tri-County Environmental Impact Statement" study in July 2019 and terminated the project due to lack of local support.

The Lake County Board withdrew support for the Route 53 Extension and included rescission of the authority as part of its 2021 legislative agenda.

An October 2019 Circuit Court ruling of the 18th Judicial Circuit confirmed the Illinois State Toll Highway Authority had terminated the Illinois Route 53/120 project.
