Rescinds authorization to extend the North-South Tollway at Illinois Route 120 to the Illinois-Wisconsin border near Richmond, Illinois

Formally ends the Illinois Route 53/120 project (also known as the Tri-County Access project) after the Toll Highway Authority terminated the project in August 2019 due to lack of local support, including from the Lake County Board

Follows the Toll Highway Authority's July 2019 request to the Federal Highway Administration to rescind its Letter of Intent for the Tri-County Environmental Impact Statement study

Responds to the Lake County Board's 2021 legislative agenda requesting rescission of Route 53 Extension Authority
