Creates the Medicaid Administrative Solutions Task Force to study best practices for administering Illinois's Medicaid program, which serves over three million enrollees.

Task Force will examine alternative administration methods beyond fee-for-service and managed care models, and review successful models used by other states.

Task Force consists of 13 members including four legislative appointees (two Senate, two House), the Department of Healthcare and Family Services Director, and nine members representing managed care organizations, hospitals, nursing homes, ambulance providers, pharmacies, health centers, dentists, and physicians.

Task Force will be co-chaired by the Senate President's appointee and the Speaker of the House's appointee, with members serving without compensation.

Illinois Department of Healthcare and Family Services must provide administrative support and requested information; Task Force must submit recommendations to the General Assembly and the department by January 1, 2023, after which it dissolves.
