Designates Illinois Route 15 from the western edge of Fairfield west to the intersection with County Highway 10 as the "Pfc. Kenny Kays Memorial Highway"

Honors Kenny Kays, who joined the U.S. Army in 1969 as a medic and served with the 101st Airborne Division in Vietnam

Recognizes Kays' heroism on May 7, 1970, when he repeatedly exposed himself to enemy fire to treat wounded soldiers and continued treating others after losing his lower left leg in an explosion

Kays was promoted to private first class in November 1973 and awarded the Medal of Honor for conspicuous gallantry and intrepidity in action

Requests the Illinois Department of Transportation erect plaques or signs marking the memorial highway and directs copies of the resolution be presented to Kays' family, the mayor of Fairfield, and the Secretary of Transportation
