Asserts that as of January 27, 2020, three-fourths of the states have ratified the Equal Rights Amendment, meeting the strict requirements of Article V for constitutional amendment adoption.

Argues that the 7-year ratification deadline was contained only in Congress's internal resolution proposal, not in the amendment text itself, and therefore cannot legally constrain state ratifications.

Requests Congress pass a joint resolution affirming the Equal Rights Amendment as the Twenty-Eighth Amendment and calls on other states to pass similar resolutions supporting this action.

Directs that copies of the resolution be sent to the President, Vice President, members of Congress, and the Archivist of the United States.
