Senate resolution urges the General Assembly and Governor's Administration to invest transportation and infrastructure dollars as promised under the Rebuild Illinois program to repair roads, bridges, and schools while creating jobs for all Illinois residents.

Rebuild Illinois is a $45 billion, six-year capital construction program enacted in 2019 designed to fund roads, bridges, public transit, clean water infrastructure, rural broadband, and public schools while creating over 500,000 prevailing wage jobs.

The resolution notes that COVID-19 pandemic caused transportation user fees to drop over $300 million in 2020 and reduced projected revenue sources for the vertical construction program by over 40 percent.

The resolution cites that every dollar invested in infrastructure returns $1.57 to local economies and that the American Rescue Plan provides over $13 billion in federal relief for states impacted by the pandemic.

Rebuild Illinois created Illinois Works, a program designed to increase minority participation in building and construction trades to ensure opportunities are available to all Illinois citizens regardless of race, gender, or zip code.
