Urges Illinois school districts to add additional time to the school day and/or school year beginning in School Year 2021-22 for the next three years to address learning disruption from COVID-19.

Requires additional time be based on research-based best practices with focus on quality instructional, social-emotional, and enrichment programming, plus educator planning and preparation time.

Mandates districts prioritize equity by allocating additional time to schools serving historically underserved populations, ensuring qualified staff, accessible transportation, and programming accounting for language and diverse learner needs.

Specifies additional time must not exclude students from extracurricular activities like sports, internships, and clubs, must not impose fees, and must be implemented in partnership with caregivers, students, and school staff.

Notes federal stimulus dollars received by districts are allowable for use in funding extended time as part of COVID-19 recovery efforts.
