Urges the Bank on Commission, housed in the Illinois Comptroller's Office, to develop recommendations for improving financial capability of students enrolled in Illinois public colleges and universities.

Calls for the commission to appoint at least one member to lead a task force focused on improving financial literacy outcomes for students at two-year and four-year public colleges and universities in Illinois.

Task force should include young adults, financial institutions, community-based organizations, practitioners, teachers, and professors serving in an advisory capacity to the commission.

Requires the Illinois Board of Higher Education, Illinois Student Assistance Commission, Illinois State Board of Education, and State Treasurer's Office to cooperate by providing necessary information to the task force.

Directs the task force to submit recommendations to the Governor's Office and General Assembly no later than December 31, 2022.
