Urges Illinois policy decisions to align with preventing, reducing, and ultimately eliminating restraint and seclusion of children and adolescents in state agencies and educational settings

Establishes that restraint and seclusion should only be used as a last resort to protect youth from harming themselves or others, and never for punishment, discipline, or convenience

Requires that only staff members with certified training and experience in restraint and seclusion techniques be permitted to employ these methods until they are ultimately eliminated

Calls on Illinois state agencies including the Department of Children and Family Services, Department of Human Services, Department of Public Health, Department of Juvenile Justice, and State Board of Education to adopt a shared vision treating restraint and seclusion as last-resort interventions

Documents harmful physical and psychological effects of restraint and seclusion on children, including injuries, trauma, self-harm, and negative social-emotional consequences
