Calls upon the Performance Evaluation Advisory Council (PEAC) to commission an educational research study by an independent organization to examine the implementation of teacher evaluation in Illinois under the Performance Evaluation Reform Act (PERA).

Directs PEAC to gather statewide stakeholder feedback and review best practices from other states to inform policy recommendations that address identified challenges while preserving PERA's core benefits.

Requires an interim report to be delivered to the legislature by January 16, 2023, with a full timeline for report creation and stakeholder feedback plan included.

Requires a final comprehensive report to be delivered to the legislature by June 30, 2024.

Urges the Chair of the Illinois State Board of Education to work with the PEAC Chair to lead the study and requests PEAC convene and initiate discussions by April 30, 2022.
