Establishes an advisory committee to develop recommendations on off-hour child care capacity and services in Illinois, addressing child care needs during nonstandard work hours.

Committee comprised of members from the Illinois Early Learning Council, Governor's Office of Early Childhood Development, and Department of Human Services Child Care Advisory Council, selected by the Governor.

Committee must evaluate availability and need for off-hour care (especially for infants and toddlers), assess different child care placement types, and analyze work schedules of families enrolled in the Child Care Assistance Program (CCAP).

Committee directed to make recommendations on aligning child care assistance policies with work schedules, expanding hours and variable scheduling options, improving quality for children with nonstandard schedules, and reducing off-hour care needs.

Committee must convene within 60 days, meet at least three times, select a chairperson, and submit final report to the General Assembly by December 31, 2022; Governor's Office of Early Childhood Development to provide administrative support.
