Directs the Professional Review Panel and Illinois State Board of Education to conduct rigorous analysis and financial modeling of findings from the PRP Ad-Hoc Committee's report on adjusting the Evidence-Based Funding formula to better account for students exposed to trauma and living in concentrated poverty, with analysis due by November 30, 2022.

Calls for modeling options to differentiate existing cost factors and add new cost factors to the formula's calculation of districts' Adequacy Targets in order to understand implications for equity and fiscal impact.

Requests the Professional Review Panel complete its study on re-enrolling high school students who have dropped out of school by the extended deadline of December 31, 2022.

Urges the Illinois State Board of Education to revise the district spending plans template and requirements and make all districts' spending plans publicly available on its website starting with Fiscal Year 2023 by January 2023.

Directs delivery of the resolution to the State Superintendent of Education, the Chair of the Illinois State Board of Education, and members of the Professional Review Panel.
