Memorial resolution honoring Charley "Joey" Moyer of Wilmington, North Carolina (formerly of Alton, Illinois), who passed away on September 16, 2021

Joey Moyer was born with cerebral palsy on May 1, 1945 in Chicago and was known as "Alton's Can Man" for collecting aluminum cans daily throughout Upper Alton

Following a severe beating in 1987, Governor Jim Thompson enacted the "Joey Bill" on January 13, 1988, making it a felony to attack a physically handicapped person; Moyer sat in the Governor's chair during the signing

Moyer spent over 30 years in foster care with Dale and Carol Neudecker in Alton before eventually moving to Wilmington, North Carolina

The Illinois Senate extends condolences to his family and directs that a copy of the resolution be presented to them
