Served as director of the Institute of Government and Public Affairs at the University of Illinois from 1986 until his retirement in 2012, with additional roles directing the Epstein Health Law and Policy Program and acting head of Medical Humanities and Social Sciences

Held academic appointments at University of Michigan, Princeton University, Carnegie Mellon University, and University of Illinois, with international fellowships in Berlin and visiting scholar positions at Max Planck Institute, Brookings Institute, and Johns Hopkins University

Received numerous awards including the Thomas Jefferson Award (1996), the inaugural Robert F. Rich Research Award from World Federation for Mental Health (1993), and the Aaron Wildavsky Enduring Contribution Award from the American Political Science Association

Survived by his wife Lucy (married 48 years), three children (Rebecca, Rachel Zara, and Max), three grandchildren, and brother Dennis
