Honors Stephen "Steve" P. Winne, a retired Moline firefighter who died on November 16, 2022, at age 75 in Palm Coast, Florida.

Recognizes Winne's service in the U.S. Navy from 1968 to 1972 and his graduation from Moline High School.

Survived by his wife Karen (married October 1, 1976), two children Michael and Kristin, and two granddaughters.

Expresses the Illinois Senate's condolences to Winne's family and friends.

Directs that a copy of the resolution be presented to the Winne family.
