James Paul Biggers of Springfield died on November 15, 2022; he was born December 2, 1938, in Rayborn, Missouri, and graduated from the University of Illinois with a degree in civil engineering.

Worked 25 years for the Illinois Department of Transportation in Carbondale and Springfield, then later as an environmental consultant for Johnson, Depp, & Quisenberry Consulting Engineering Firm in Owensboro, Kentucky.

Served as president and leader with the Audubon Society of Southern Illinois, Green Earth, Lincoln Memorial Garden and Nature Center, and was co-founder of the Southern Illinois Bird Observatory; also served with Illinois Jaycees, Elks, and Boy Scouts of America as Scoutmaster.

Received a Meritorious Service Award as chairman of the 1968 Carbondale Memorial Day Celebration and recognition from the Illinois Sesquicentennial Commission for services to the state; was an accomplished musician and member of the Capital City Men's Chorus.

The Illinois Senate mourns his passing and extends condolences to his surviving wife Ruth, four children, grandchildren, great-grandchildren, and extended family.
