Removes newborns with controlled substances in blood, urine, or meconium from the definition of "neglected child" under the Abused and Neglected Child Reporting Act, and prohibits healthcare providers from disclosing toxicology test results for pregnant persons, postpartum persons, or newborns to law enforcement or DCFS without a search warrant

Creates a new licensing framework allowing birth centers and abortion/birth control providers to be co-located at the same facility, with requirements to offer essential reproductive health services on a sliding fee scale and maintain linkage with Level 3 perinatal hospitals

Expands midwife practice authority by allowing licensed certified professional midwives to provide prenatal care (though not intrapartum care) to individuals with previous cesarean sections, and removes prohibitions on caring for clients with alcohol abuse or drug addiction

Establishes "Liam's Law" requiring hospitals to notify parents of stillbirths (after 20+ weeks gestation) of their right to receive a certificate of birth resulting in stillbirth, and expands eligibility for these certificates from 26 weeks to 20 weeks gestation

Creates separate CAPTA notification process for infants affected by prenatal substance exposure that is distinct from child abuse/neglect reports, with Plans of Safe Care documents protected from use in juvenile court or adoption proceedings
