IL HB0009

Creates the Blight Mitigation Act allowing property owners living within one-fourth mile and on the same street as abandoned residential property to petition the court for title to that land after 12 months of continuous abandonment

Requires petitioners to prove by clear and convincing evidence that the property is abandoned and the current owner has been properly notified as a party to the legal action

Prohibits transfer if the abandoned property is listed for sale on a multiple listing service, being maintained in receivership status, or under contract for sale

Defines "abandoned" as property that has been tax delinquent for 2 or more years and is unoccupied by persons legally in possession
