Creates the new criminal offense of "parental bullying" in the Illinois Criminal Code of 2012

Defines parental bullying as when a parent or legal guardian knowingly transmits verbal or visual messages intended to discipline, embarrass, or alter a minor's behavior that would coerce, intimidate, harass, or cause substantial emotional distress to the child

Classifies parental bullying as a petty offense (the lowest level criminal offense in Illinois)

Requires convicted offenders to pay the costs of prosecution

Mandates that a court-determined portion of any fine be placed in escrow to purchase a certificate of deposit for the minor victim to access upon turning 18 years old
